You can use the In-Game Editor to change a range of information relating to players, staff and clubs."
Also, you can only use it in Career Mode. It isn't available for Classic Mode. If the downloads menu is empty maybe because you already bought it? If that's the case I think you just need to go the the player/club and then in the FM menu click something to the effect of "start making changes." I'll try to verify later.

Then get into a Career game and go to a player/club and there will be a wrench in the menu bar near the top right of the screen to the left of the FM menu. Click on that wrench and it will give you several options of what you can edit.

If you have not yet purchased the in-game editor and it's not giving you an option to do so, then I can only think that maybe SI is no longer selling it for FM14 or maybe you have an illegal copy of the game? If neither of those are the case then you need to submit a ticket with Sports Interactive. You would think they would want your money.
If youve already purchased it and followed the above steps and you can't see it then I don't know how to help you. It's working for me....
My first thought would be to try "Football Manager Previous Versions Technical Issues." From there "Football Manager 2014 Issues." I see that someone has recently posted a similar thread titled "Can't see my FMC unlockables." Unfortunately, the advise given ended up being to ask in the FM touch forum.
You're best bet is with SI but unfortunately I wouldn't hold my breath. I'm sure 99% of their resources are always in the latest and greatest FM.
