the big question is which if any augments you want to carry, and how much non-ability mods you want to carry (shield/armor/health/etc stuff). ?
Range: Moderately important
Efficiency: Not that important
Duration: Pretty important
You can build Gara around defending an area with her 4, but that's pretty basic and doesn't make the most of her abilities.
You can build Gara around nuking, but it doesn't scale all that well, and again doesn't make the most of her abilities.
So what to do then?
Infinite scaling damage with 90% damage reduction and some nuking thrown in for good measure? Sure.
Step One: You want a stat stick that's modded specifically for Gara. It can be any melee weapon really, but bonus points if you have a riven for it that has good damage stats and initial combo if you can get it. Gara has probably the easiest time with a stat stick because her 1 has no crit and no status. So you just want damage, elemental damage, or initial combo. And you can even throw in mods for puncture OR slash, but not both.
Step Two: Mod you Gara mostly however you want, keeping in mind that you shouldn't tank any of her stats as they're all at least somewhat important. Duration is good if you don't want to have to constantly refresh her 2, but do what you like.

But seriously, cast her 2, which gives you damage reduction and shards of glass that float around and slice up any enemies that come close. The damage reduction caps at 90%, and the damage can go up infinitely.
Cast her 4 and the duration of her 2 refreshes, yay! Now go OUTSIDE of the wall her 4 created, turn around and use her 1 in the direction of the wall. This explodes the wall damaging enemies near it and adds half the damage of her 1 to her 2. Rinse and repeat.
If you use her 1 while inside the wall it still explodes and damages enemies, but does NOT add damage to her 2.
Remember that part about modding for puncture OR slash but not both? Well tapping her 1 will make it do puncture damage, while holding 1 will do slash. So use as appropriate to get the most damage out of it.
Also you can cast her 2 on teammates, teammates' pets, defense objectives, whatever. They get the damage reduction (defense objectives cap at 50% dmg reduction) and the base damage of her 2. If teammates are swept over by the expanding wall when Gara uses her 4 then the duration of the 2 cast on them is refreshed, and if they're in the explosion radius of the wall when it's exploded by her 1, then they get the damage increase as well.
Oh you can also cast her 2 on enemies to increase the damage they take, but eh, usually better to spend that energy increasing your own damage.
All that sound complicated enough? It probably sounds like it, but when actually used it's not bad at all.
