No Solaris captives in Granum Void

So I get that the optimal way to do this is with the Xoris, and I got very good at using it just to farm this seriously awful bit of video game content for Protea. Problem I'm having is that 1 out of every 3 or so runs, there are either no Solaris captives on the map, or only 1 or 2 that aren't on the same landmass as I'm on: I can see the markers on the map but can't get to them. They're just like... floating out in the void.

When there are captives, and I can actually GET to them to free them, it's smooth sailing. Captives are just not spawning, and there aren't enough of the little pyramid time boosters to get me through. Is there some trigger to get captives to spawn or is this ish broken?

Approaching 30 runs with only one Protea part scored and I'm about to go play something else for a couple years again.

You don't have to use the Xoris or free captives.

Mesa with reasonably modified Peace Makers will do the job with ease.

I started doing this using Mesa, and found I could absolutely melt every specter in sight with her 4, but often times the specters wouldn't spawn fast enough for me to get 75 kills. I found that freeing the captives was a much more reliable way to ensure I had enough time, but they don't always show up. The wiki says 3 always spawn, but that's not been my experience. Just finished a run where only 1 spawned.

All can think of is your game files are corrupted. The captives should be all there when you get in the granum void.
