I also have a 980ti and no issues.
Are you using a high screen resolution? (4k Maybe?) this bug only happens at certain UI scales on screens with high resolutions, there is a work around in that you open the game settings and mess around with the UI scale % until it reappears.
That might fix your issue
Thanks for the replies. I can try to open a bug report, but unfortunately all the other options on Biervampir's link haven't worked (I tried those before the original post).
For me the below doesnt work as I dont have a dropdown for "Preferred graphic processor" under Global Settings:

First, go to the NVidia website[www.nvidia.co.uk] and install the latest drivers for your GPU.
Right click on your desktop -> Select "NVIDIA Control Panel"
This should open your graphics card control panel.
Select "3D settings" -> "Manage 3D settings" -> "Global settings".
In the drop-down menu "Preferred graphic processor" select "High-performance NVIDIA processor" instead of "Auto-select".

Forcing the other options didnt work either (not sure they would since the 980ti is the only card I have so forcing it ... just makes it use it anyway?
nutter - I've at the max resolution available (was default) 1680 x something, but I tried changing UI scaling as well as every other resolution option with no luck.
Thanks again for the replies. Might just have to do a quick return and find something else before the sale ends.
On the face of it this sounds similar to a know issue on 16:9 aspect ratios where a player has a lot of unit types on certain UI scaling settings causing the unit panel to not display correctly what confuses me is that this is seemingly happening on level 3?
Just in case here is a list of known affected UI scales if you are using one of these please adjust your UI scaling to see if the panel appears correctly.

I would gladly love to offer more support on a full big report and we always want to be aware of any issues so we can help prevent them.
I’m afraid we are currently out of the office until Jan 4th but I can promise to offer what advice we can and do a more thorough investigation in 2018.

Thanks for the reply. Yes, it is happening on level three ... it started on the very first level. Or at least I'm assuming so because I'm also assuming there should have been unit cards from the get-go. I originally thought it might be part of the tutorial and the cards would show up later but when I got to level three not having the information of how many units I had and of what type got annoying so I started googling. =)
I tried each setting % you recommended above with no luck. Nothing I've tried has ever made the unit tiles appear, even momentarily.
I'll submit a bug report...
Those are the scales to avoid, not the ones to use.
