Browse to the folder and find Doom2.exe. Right click on it and open the properties. Go to the compatability tab and select Windows 95.
Also, W8 should have a 'troubleshoot compatability' option when right clicking, but it will set it to XP mode. You may have to run the troubleshooter before you can access the Compatability tab anyway.
It would probably run doing all of the above minus the compatability thing, but I think as its a DOS game from 1994, setting it to W 95 is a good idea. My logic in that is though the game may start, it may not run well or crash at some point when W8 doesnt agree with what its doing. Might as well set it up for the closest OS you can.
Next, edit dosbox.conf -> set fulldouble=true (default is false), save it and run the game. No changes to the doom2 or doom2m conf files. Tested with Windows 8.1 Pro x64.

The reason it doesnt start on both of our W8 machines is because it encounters an error and hangs. You change it to ignore the error so it continues.
I also wouldnt recommend Windows 98 as your choice for compatibility mode as the game is from 1994. What works for you may not work for everyone, and thats already proven as it doesnt work that easily on our machines. Machines that were running on a very fresh install of W8.
What I posted is a guaranteed 100% fix regardless of your particular issue. Its all inclusive, which is obviously the best way to handle posting a fix for various hardware and software configurations.
