certain options won't save / load

my options save but the next time i load the game certain options like the resolution goes back to default and also more importantly the keyboard settings all go back to default

is there a way to fix this to where the mapped keys stay as what i change them to?

Turn off User Account Control or run the game in Win7 or XP mode.

thanks for trying to help but those things didn't work, i can't run the game from the steamapps folder with the game's exe

and when i load it from steam Game Library it looks like it's loading something else really fast before loading the game

creating folder in user documents fixes this problem , like TLEz8H said
