Hoach Randymonk - Bridgefort area. A word of warning though. In my first quick look at SOD, he messed them up and Minsc put them on and took damage. In the second full playthrough I used them for my player character, and they kept working without problems.

Honestly think there is a random chance of getting good boots(don't hurt you and break) or bad boots. First time boots hurt me, reloaded(I yelled at the uncle and I have Glint lol) and then second time they worked fine.
