Not correct. Every country has its own speed limits for different vehicle classes. For example, in Finland, trucks speed is limited 80 km/h = 49,7 mph.The same applies to the all scandinavian countries.
In some european countries also have the same restriction, for example: Netherlands, Spain, Italy, Poland.
The game has just been easier to do the same formula for all countries, consistent with the speed limit
