Press F4 and check your light settings.
Additionally, check your gameplay settings to see if automatic lights and/or automatic high beams are enabled.

deleted game + reinstall -> no results
deleting all mods -> no results
updating graphics -> no results
searched nearly the whole internet and tried everything they say you should try -> no results
No.
They don't in the game, either, it would be totally unrealistic if they did.
Are you actually turning them on?
Many players do not press the headlight button twice for low beams, and only turn on the sidelights (DRL), Use F4 and turn the headlights on as soon as you start the truck. Do this every time and you will never get a fine for headlight use.
Do they work at night?
Of course they do, on low beam or high beam when you play with no mods. You can fit spotlights as well if you want more light.
I don;t know which ones as they were both quick jobs and I never pay attention to what cheapy trucks I drive.
