Had the same problem, here is how I fixed it for me:
1. Go to Big Picture Mode
2. Go to your game library
3. Find ETS2 and click on it
4. Click "Manage game" on the left side
5. Click "Controller Options"
6. Set "Use Steam Configuration for Non-Steam Controllers" to "Global Setting (None)". My setting was on "Forced (on)" and the wheel wasn't recognized.

Hey guys, I also had the problem of ets2 not even recognizing the g29 as a valid controller option. I had previously used a Nintendo Switch Pro Controller for another game and that seems to have botched my ets2 settings. By removing the Switch controller in Big Picture Mode and setting "Controller Options" to "Forced (off)" I've fixed the problem of ets2 not recognizing the g29.
