Building Question

I have/had the materials to build the "Human Guild" in my game; it does not say there is any prerequisites to build it; but it is not allowing me to do so; is there something I need to do or build that will allow me to build this building????

You need to join an alliance/clan to build it.

Antother question you might help me with; I have a couple quests that require me to travel to other cities; I have been unable to find a way to leave the area I spawned in; does this require a pruchase of a DLC or anything???

You need to put an army onto the world map to move to the quests, clear the regions ect. To move an army from your city to the world map click the world map icon above the mini map, once there click your home city icon top left the option to create an army will be on the city gui, transfer the units from your city into the army on the world map then click the army icon top left and right click the target to move it.
