Thanks for your question. Keep in mind that the whole weapon system is changing next patch, but for the time being, pressing C to lock onto the target, then simply pressing 1 will choose the whole group of weapons (all your weapons) and aim them at the target provided that A) The target is within range, B) The target is within the arc of the weapon, and C) that the weapon would not need to shoot through the ship ( your ship ) at any point in order to hit the target. Common ranges are 20km for kinetic, 35km for missile, and 100km for lasers for patch D10, D11 will be slightly adjusted if I remember correctly.

Also, are you fighting small ships with your lasers or large ships? Small ships move very quickly and if the laser knows it can't hit the target it will not shoot a beam.
I'm using the Hardpoint01 5s, which i know have a terrible 10 degree vertical arc, but the problem is with the way I have them set, it makes it exceptionally difficult to get into the correct arc with the camera... It's a larger ship, so It's often difficult to tell if they're far enough way to be within that 10 d.v arc or if they're too close and above it.
I realized this when I started trying to get a good look at the size of the ships.
