I can't creat account and so i can't play the game!!!

I bought the game from steam,spent my $14.99.When i want to play the game,it ask me to login .First,the game ask me to fill in the serial number,of course i don't have one,because the steam didn't give me the serial number.So i choose the second ，it ask me to creat account.But when i fill in my steam email and the password,it prompting that "account creation failed",who can tell me what shall i do?

Exit Steam.
Go to the Start menu, select Run, type regedit and click OK.
Navigate to the following registry key: HKEY_CURRENT_USER\SOFTWARE\VALVE
Right click and select Permissions
Check the Allow boxes for Admin and System for both Full control and Read.
