Stupid question: Why isn't there a workshop for the game?

I've been playing this game for years and I'm very surprised that there isn't a workshop of its own today. I mean, many new games already have one. Why can't we have one ourselves? I feel like it would be much more convenient for downloading maps and mods, but I don't understand much about the subject, and forgive me if I'm not aware of the difficulty of this.

It is fair question to ask despite of us keep mentioning that workshop is planned in future and so on.

The thing is, workshop itself is not on top priority at this very moment. There is just a lot of issues needs to be addressed out and these just puts everything aside including workshop support.
While there was some information something about "6.0 version cant be released without workshop support"[discord.com], I personally think it'll take quite amount of time to get things planned for 6.0 to be somewhat done.

The Workshop is a top priority for version 6.0.

6.0 replaces the game's user interface (a major undertaking) and it's the ideal opportunity to fully integrate Workshop support into key areas:

• Game Browser: See which map is being played on each server and view detailed info, filter by a particular map, browse popular maps, etc.
  
• Recommended maps: sort of like a mini showcase
  
• Game Creation Screen: Select maps, preview details, and more
  
• Lobbies: Browse and select a map with friends before launching a session
  
• etc.

Thank you so much for your response. It's definitely a good way for me and my friends, and I imagine for many new and old players, to unite everything on Steam. I hope it all goes well!
