I'm stuck trying to get this achievement.

I need 15 tickets but they stopped dropping when I got 10.
Is this a bug?

I'm playing on hard if that makes a difference.

Spend some tickets and collect some more. They stop dropping when you have a bunch. It's just 15 total, not have 15 at once.
