Do zombies always respawn to make going back to places harder?

I was looting one of the fire stations when i had to leave because i was out of space i decided to go back the next day for more but now there is a zombie facing towards the door behind a desk, trying to throw a bottle to distract it wakes up all the other three zombies in the lobby and trying to fight outside causes two more outside to get involved and even if i kill one or two and book it, going back has just made them all respawn again

Firestation no. 8 yes the zombies does repopulate there, and that scenario from what u have describe are scripted. The best way to counter this, either first run to the fire station u return back to the entrance and try to find a way to take out this sudden appear zombies at the fire station front desk, or u need to distract the zombies creating some noise, come outside of the fire station before leaving area, and take it out. Or if u have hand guns, take it out. That area is tricky with a lot of sleeping zombies lurking. Certain areas zombies repopulate, some are not, fire station no. 8 is one of the zombie hotspot.

so it might be better to come back when i have more then a frying pan and a few bottle shivs

Yeah, Im afraid so, or u might want to be a dare devil, come out with a daring escape plan to loose the chasing zombies in an area buy u time to get past or later come back with decent weapons u grab at the station then take them out. Because for sure, well at least my experience, we will have to come back to fire station 2-3 times maybe, the most concern is what u describe there, the front desk entrance of the fire station. But if somehow u manage to take out that patrol zombie suddenly appear there, the rest of the runs to fire station will be slightly easy.

PoI like that is always infestation, need to be prepared, but what u need is 3 Baseball bats, and be like Negan, Press Q and hit em and smile
