When I first start the game, there's an external options menu about Video and Sounds I think. I set it to optimal, right aspect ratio and resolution, and applied it. When I enter the game, it doesn't look like it applied the settings. Thing is, whenever I go to the Steam Interface(Shift + Tab), everything looks huge. Just like lower resolution'd monitors. I specifically set it to 1080p to 60 Hz.

When I start the game again, it doesn't show the options menu that previously showed before. Thinking maybe I didn't apply it. Anyone? Help?

yeah i think i messed up something as well cuz, im having the same problem, and it messed i think up the graphics color a bit, and the colors of my others games are messed up as well.

So basically, from looking up previous discussions about this issue, I found that the configurations don't save correctly if you have steam cloud enabled.

Now this doesn't mean you can't keep it enabled, it just means you need to manaully replace config files from your personal folder to the folder that YS I reads off of.

So to get your personal config options working, what you need to do is:

1. Use the config option of the game and configure all the settings to the desired choices.
2. Find the file location of your config settings; for me that was C:/User/Saved Games/FALCOM/ys12c/
3. Select the .ini file (should be ysp_win.ini) and hit ctrl+c for copy
4. Go to the Steam directory for config; for me that was C:/Program Files (x86)/Steam/userdata/66651275/223810/remote. I imagine the numbers may be a little different for you
5. Paste the copied file in, and when windows asks you, replace the previous .ini

That should put the correct settings in, since steam cloud reads the wrong file in terms of config settings.
