So, just copy the steam.exe file to your game folder (where FalloutNV.exe is located) and it might work.
I haven't test it yet in game though.
Btw: If it works but suddently after a few days stop working, like if Steam updates or something, I think you have to copy the Steam.exe file from your steam folder to the fallout folder again, overwriting the old one. It worked when mine start giving the error again.
Worked for me as well. Thanks!
His idea was to make a symbolic link useing the mklink command threw the command prompt in admin mode, there was some small details that were missed that I stumbled threw and fiured out.
First change your main steam folder from read only and make sure there is no fallout new vegas folder, which there shouldnt b if you installed the game to a diff drive like i did.
Next run the cmd.exe as an admin. It in your windows\system32 folder. Personaly i have a shortcut to it on my desktop set to run as admin for other needs.
Next the commands the first line is where your steam is installed and the 2nd is where your game is installed. So for me steam is on my D drive and fallout is on my G drive so the command looks like this
mklink /d "D:\Steam\steamapps\common\Fallout New Vegas" "G:\Steam\steamapps\common\Fallout New Vegas"
all one line, what this dose in short makes a fake folder in the D folder for fallout, this folder is differant in that far as the programs care its in D so you will want NMM to rescan for games and it should find it in the D drive folder for steam.
This is how i fixed my steam error 5 window
