CAN YOU DIG IT?!
Completed the "POSTAL 2" game mode using only the Shovel to kill. (Must kill at least 30 people.)

I killed 32 people on monday with the shovel and speed ran all the other days without getting any kills. I didn't get the achievement, is this broken currently?

Completed the game (any mode) on Hestonworld difficulty.

Scientology Level: OT VIII
Completed the "A Week In Paradise" game mode on POSTAL difficulty.

If I complete a mode on POSTAL difficulty do I also get the achievement for completing any mode on Hestonworld difficulty?

I ended up getting the first achievement on my second try even though I'm sure I did the same thing as before.

For your second question, I am almost positive the answer is yes.

Yes, you will.

As for your first question, this achievement isn't broken. You must have killed someone with a different weapon without realizing it. Although, Steam sometimes has troubles with registering the achievments, so you might want to load up that save file and go through credits again.
