Did you download OBMM with NMM? If so, go to C:\Games\Nexus Mod Manager\Oblivion\Mods and transfer OBMM to desktop and open the package, right click the installer and select "run as admin". OBMM is a mod manager, not a mod for Oblivion.
I was actually forced to install my Oblivion game into my "D:" drive, since my "C:" drive wasn't allowing me to play the game. I didn't install OBMM with NMM, I did it manually, and it's in my new folder in the "D:" drive now. So what do I do now? There's already a desktop shortcut but it still says the same thing.

Uninstall OBMM and redownload it again. Before unpacking, test it for errors. If it is okay go ahead and install it again. Be sure that you run both the installer and OBMM as admin.
I ran both, checked for errors, nothing was found, still not working. Is it because the game isn't in the C: drive?
Which drive it is shouldn't matter. Personally, i have most games -including oblivion- installed on the D drive. Make sure that OBMM is placed in your Steam Oblivion folder (steamapps/common/oblivion), also make sure that the mod you wish to activate through OBMM is placed in the correct OBMM folder (obmm/mods). If the problem still exists, perhaps you can specify which mod is giving you problems.

Oh, and you only ever need to activate mods through OBMM. Once that is complete you can run Oblivion through steam - you don't have to run Oblivion by clicking the launch button in OBMM.

Qarls Texture Pack full version, makes everything look better, has 880k downloads on nexus website. I don't have a steam folder for Oblivion, because if I did then I wouldn't be able to play it. I fixed my last problem by moving the Oblivion folder to the D: drive because for some reason the C: drive wouldn't let me play it.
You still have a general oblivion folder where all your game files are located. And obmm.exe still has to be located inside that oblivion folder.
Just out of curiosity, are you playing a steam version of oblivion or not?
Yes, the steam GOTY edition.
Did you remove the .exe from the initial steam folder? Either way, oblivion.exe and obmm.exe still need to be in the same folder.
They are in the same folder in my D: drive. There's still an application load error, even with using Wrye Bash. I'm not sure what's wrong...

Are you absolutely sure that starting the game in steam and not OBMM will make the mods work?
OBMM explicitely states that there is no need to use the 'launch oblivion' button. As long as you have obmm.exe in the same folder as oblivion.exe, and assuming that the mods you have downloaded are activated in obmm and have all files downloaded and placed correctly in the first place, there is no reason for errors to pop up (unless said mod is conflicting with other mods and/or is erroneous itself).

The entire obmm folder (which contains several files as well as 5 additiona folders named backup/corrupt/mods etc.) has to be placed in your oblivion folder (the one containing -among other things- oblivion.exe)

For the mods that you wish to activate through OBMM - make sure that the omod (Oblivion Mod) file or ESP files are placed in the 'mods' folder of OBMM (not entirely sure about esp, as i don't have any mods activated through obmm that use that file format - maybe someone else can verify)

Launch OBMM and activate the desired mods - they should automatically appear at the right side of the screen if all the relevant files are placed inside the 'mods' folder.

After the mod has been succesfully activated, you can close OBMM and simply launch oblivion through Steam.

Also, you can download the QTP mods through the nexus mod manager without any trouble - if ultimately using OBMM proves to be unsuccesful.
Deleting "appcache" folder into relogging actually works. It really does. o-0.
