I was told that the guy that gave me the quest should have a key to the manor to find the dead body, but he didn't give me no key, my only option is to lockpick the door with 30 lvls which i don't have
Is that a bug or there's something i missed?

If you taunt people successfully they will eventually attack you. The murderer happens to be tied to another quest where you're asked to kill some nasty people in Balmora and you can also kill them then.

It takes ages. Even at late game it can take ages of pressing it.

I've discovered that a good trick is to use the "Bribe" option, which is part of the Persuade dialogue choice, to get his Disposition to around 75-80. Then start Taunting him. It seems to go quicker. The taunt never succeeds right away, anyway; you just have to keep at it.
