Impressions from East Coast + Bug reports
8/24/13 ver4.1
My Location: New Haven, Connecticut

I've played each of the following opponents for at least 10 matches.

Opponent 1 : New Brunswick, Canada (~600miles)
Ping: 80ms
Connection was mostly 2 bars, but flickers to 1 bar at some times. Matches were laggy at first, but were playable after we DMZ our computers. There were still about a one third to a quarter of a second delay in our inputs, which makes blocking hops into lows difficult.
One interesting note is that we played each other before on xbox live, and we both felt that the steam netcode is about the same as the console ver.
Also I feel that with a ping of 80ms, that should give us better connection than 2 bars.

Opponent 2: Boston, MA (160 miles)
Ping: 13ms
4 bar connection. Really smooth matches with minor lags (1-2 frames). Had some minor lag spikes that lasts about a fraction of second from time to time.

Opponent 3: New York, NY (80 miles)
Ping: 53ms
3 bar connection. Playable, but had about one fifth sec delay.
**Note: We keep disconnecting from each other after matches. At some point we could not even join each other’s room.

I switched over to windowed mode and played the same 3 opponents in the previous post. All my matches today were *much smoother*. I can react to hops and in general the connections feel really great.

I did a ping test with the opponents, and the ping was actually similar if not worse than before. At this point I could not think of any difference but my ongoing hypothesis is that the game runs much better in windowed mode.

One nagging bug still remains: Often times the game would lose connection with opponents in between games. Sometimes I will be stuck in the screen that says "obtaining opponent information", some other times the game will return to the lobby and it will show that the opponent is "not ready," when in reality my opponent is seeing the opposite in their screen that I'm not ready for the next match.

This synchronization bugs occurs in console as well, but it seems that the bug happens much more often in Steam Edition.
