Issue Report: Toaster popups steal focus

So there I am typing away at my terminal, then someone starts playing a game and suddenly focus on the terminal is lost.

It seems that the toasters are stealing focus when they pop up. I'm running Arch Linux with Openbox, so it may be an esoteric problem there.

I've had the same problem with KDE using Kwin on Debian testing (32bit). It only takes focus briefly, then returns it to the window that had it.

I don't use many notifications so I didn't notice it at first.. Kwin's focus stealing prevention settings don't even help.

I have the same issue in Gnome-shell. Incredibly annoying. Steam itself also steals focus all the time, unlike other applications. For example, when you launch Steam it typically takes between 10-30 seconds to log in, after which the main Steam window appears. When it does, it steals focus from whatever else I'm doing. Other applications stay in the background but cause a non-intrusive notification bubble to appear, saying: "<Application name> is ready".

same issue here, debian 32-bit, fluxbox, xfce4, gnome-shell, kde 4.9

because it happens across so many different desktop environments and window managers, I'm inclined to believe it might have something to do with steam itself and not X or the various GUIs

I saw this on Unity on a Ubuntu 64-bit, it's irritating.

I just had this happen to me while playing Steel Storm: Burning Retribution. A friend started playing a game, and all of a sudden I couldn't move at all because the focus was stolen. No amount of clicking on the game window (which I was doing anyway because it's a click-to-fire game) seemed to bring the focus back until after I died. This is Ubuntu 12.10 64-bit, Unity.

Same thing happens to me in SPAZ, so the only thing I can do is ctrl F1 and reboot. Happens if I get an achievement. I disabled Steam community in games, so I get non pop-up if a friend comes online or anything like that, just acheivements. Ubuntu 12.04 64-bit Unity.

Same in Mint 13 w/MATE and Sabayon with MATE. Partial workaround for me is to run in a window so that I can click back in the window to restore focus. The popup doesn't appear to be using the regular notifications services provided by the desktop enviroment, so I'm inclined to believe it's not a window manager/desktop enviroment problem.
