Looks like Steam tries to use NetworkManager on startup to do PAC. Whether it works or not, I do not know. It looks to be installed by default on Ubuntu.

Also, have you made sure the Steam ports are allowed in squid - or maybe you have some other firewall blocking the Steam ports?

I have an HTTP proxy at work but I think that blocks the connection via our horrible web filtering.
I do have an ssh session that acts as a SOCKS proxy though to my home machine. Using this SOCKS proxy I am able to connect to steam. Though it takes a few 'tries' for the initial connection (keep pushing retry connection) and the steamguard portion (keep clickikng back to input the code) But I got it to work. Just used proxychains and it's up and running now. You can probably use proxychains to go through an HTTP proxy depending on how permissive it is.
Frineds list works as well.
Note this is 100% unsupported and horrible things will happen at work if you're not bribing the firewall guy with drugs, women and alcohol like I am. But it's an option to try.
Ironically i tried this on windows and it never worked nearly as good as this does. Friends lists just crashed the application.
