First off, some mods can cause lag. I know that several of the scanning satelite mods absolutely hate being active on the ground. Kerbtown can also cause a lot of issues like this.
Second, the more parts you have, the more the game has to calculate physics-wise. Reduce the parts count on your ships.
Another good idea is to not leave things lying around when they're not used. Clear out your debris and any unnecessary vehicles that may be at KSC.
I would also suggest reducing surface detail and Max Physics Delta-Time per Frame, setting render quality to a faster setting, and disabling terrain scatter and space center crew.

"Delete System32" is an old, VERY destructive prank that some people try to pull on the non-tech-savy. System32 is basically the folder in which a majority of the primary files for Windows are located, and deleting it essentially deletes the operating system.
The fact that people still attempt this prank disturbs me.
Hardly a prank as most modern OS do have features that either wholly prevent you from deleting critical files or they just restore them after you close the folder. Hell if you dont have hidden files/folders enabled you wont even see anything there.
Still I wouldent try it, the failsafes arnt 100% failsafe.
Shame on you. Not for trying to get someone to muck up thier os oh no, but for sitting in your archaic 32 bit architechture. Get with the times man 64 bit is so much better. And besides, its much classier to tell someone "Make sure you restart your computer before the bar fills up while flashing your BIOS. If you dont youl overcharge a capacitor on your MB."

I know, I know! Anyway, I do know a mod/plugin called data compressor. That should help with your frame rate.
