Report a translation problem
The devs haven't made any updates to CDW for a long, long time. Valve made some changes to share certain common files between games, which prompted many games to get "upated" in Steam even though their devs hadn't touched anything:

It's possible you might fix any issues by deleting your config files and starting again, or re-installing. You might have a problem with your own computer - something taking up resources when you're trying to play - check your CPU using and run a program called LatencyMon for a driver check. (Also check your FPS in the game before and after any changes.)
I'll ask about the US CDW servers. The EU servers all appear to be up.
You lost settings because that happens with games based on the UE3 engine when the time changes to/from Daylight Saving Time (so it happens twice a year).

What about your FPS in game, though? Have you got the .ini edits to have a 120 FPS max instead of the default 62? Are you consistently getting 120?
