what mod makes the heads explode when killed?

saw a youtube video where some guy shoot the heads and when the police died their heads exploded.

Pretty sure that used to be a feature of HoxHUD. If you're playing as Bodhi, and are using the Platypus 70 Sniper Rifle, scoring a headshot on a Taser will explode their heads in the vanilla game.

i had this mod installed years ago, i cant find it anymore.

No idea; it does look similar; although the mod looks like it hasn't been updated in years, so no idea if it works with the new cop models.
