If memory serves, it was already pretty much dead within no more than 2-3 months of its release or so. The technical issues it had back then- and still does to an extent now- didn't help at all and served to drive players away even faster. And the 1.1 patch didn't do much to stimulate the multiplayer for any more than a few days.
I've generally seen no more than 8-12 people online at a time recently.
If you have friends willing to also buy the game- it could still be worth it, But if you can't guarantee that- you're probably better off skipping it- cause you REALLY don't want to be stuck with just the single player for this one. (Though hey, could be worse, at least offline DM Mode has its charms for a bit...)
EDIT: Oh yeah, and I do believe I have heard that the developer of this game has been closed down. So don't go in expecting any new content or patches beyond what 1.1 added in (No more DLC either, for what it's worth).
But the lag makes this a not fun experience and my friends and I stopped playing it pretty quickly.

Yeah, i couldn't believe the amount of extra content that was sold in their in-game store. Luckily, i got it for cheap. Never again, though, when it comes to Paradox's games. They release nothing but broken and unfinished games. Half of their catalogue should be listed under Steam's Early Access catagory.
Oh, nevermind. Those are games that are still actually being actively developed and supported.
