Bought two copies on IndieGala
Neither works. I get this error when starting the game:

Yes, my buddy got this same error.

Goggled it and it means that Steam's Key pool for the game is exhausted (either due to unexpected interest from people playing RE7 rushing back to play prior RE games, or too many sales revolving around RE games out there, and exhausting their pool of keys [even steam has a limit of keys for any given game, and they occasionally run out until they get more from the developer].

This is what happens when they do, you receive that error. Usually, they'll have more keys soon, within 24 to 48 hours (apparently they are notified they are almost out/out/have people pending for keys by system inventory alarm).

Raise a ticket and check back in 24 to 48 hours. Should have a key then.

Perhaps I just don't understand how the system works, but how can they run out of keys, when the key that you get from IndieGala works fine to activate the game?

That should mean the key is unused and legitimate, so I don't see the problem.

There is also no way to open a support ticket through the convoluted new support system, especially for 3rd party games, so I don't see how I can even contact Steam about this.

The worst part is that I was hoping to play this in co-op this weekend, but from the looks of it we won't be playing anything until next week. Disappointing. Once again the only thing to do is to sit & wait.

Can conrim that Steam has no support for months. Steam support answered me one year ago after two month of waiting.
Imagine if I would have the similar problem, I can't even contact Steam customer service now. Every major companies have support, but Steam has nothing.
I can call it a spit in the face to all players who have used Steam platform :HeHeHeHe:

It means, due to the rush of interest and sales of the RE series (after release of RE7), that their key limit was hit.

Steam does not have infinite keys available for a game, they get a pool of keys from the publisher. When this is exhausted, this is the error you will receive. It takes a couple of days usually when this happens, as they request a new batch of keys, and then the problem is resolved.

This is very common in older titles, where a new title is released and gathers interest to the old, and everyone rushes to buy a old title to catch-up on the series. Their key pool on hand doesnt have enough to distribute.

Just make some noise like you are, will be resolved shortly. Experienced this a few times already.

But no Steam key required for Resident Evil 5. Have no idea why Capcom not removed Games for Windows Live completely

I wish we would get some kind of reply from someone responsible for this, at least let us know when we'll get our keys and be able to play the game.

Almost a week of wait for a game that we paid and no words from steam or capcom

I sent two mails to capcom and got a response from 0 of them and I dont even wanna bother with steam support

Seems basiclly everyone have this problem
And they told me just wait for days then I can get the key
Of course I haven't got it yet.

The most abysmal customer care / support I've ever seen from any company. Paying for a product and not being able to use it for 5 days is absurd. I will never buy another CapCom game again.

Capcom is responsible, because they haven't let steam sell more keys, steam is waiting on the keys, but steam is far worse a company. they allow us to buy items without telling us they don't have the product. And their customer care and support is definitely the worst i've ever dealt with. They dont care at all

The first time I see that it takes so long to restock keys. Steam solved issues much faster before and given some answer. Now there is no Customer Care Service
