No Overlay
Is this game supposed to have overlay support? I'm not getting an overlay at all and I'd much appreciate it if I can get it working.

Go to Library -> Right click Bionic Commando -> Properties -> Enable Overlay

That option was always enabled and it made no difference.

*salad is extremely useful* What resolution are you playing the game on? Shouldn't make any difference anyways, if you're on one of the lower resolutions, try a higher one. And does the in-game steam community work with any other games?

I'm playing it at the normal resolution I play my games on (13something x 768). It works with a lot of my other games.
