locking inner ability

I can reset all my inner abilities but it wont let me lock any of them. When I click on the lock it tells me to lock the rank first. If you click on the whole line it says the same thing. Was wondering if I need to find an item or quest before it allows you to lock a rank.

You can't lock rare, only epic and above, you first need to lock the rank, and then the lines, remember that locking will impede your IA to downgrade or to upgrade, so use it at unique or legendary
