When started battle it and I wanted to use medical kit or camuflage it wrote that it is not enough action points. But I didn't find any action points. Where is this points indicate...

on classic, killed kingpin and all the troops in san mona but when i came back all sectors respawned with normal troops. Will this keep happening if i clear it again?
