Can agent gear be upgraded?

Howdy,
The title says it all.
All my agent gear is level 1, which suggests it can be leveled like weapons, but the upgrade window won't accept it...
Can the gear be leveled up? Or is it just a case of the devs making the appearance be consistent.

They can't, as far as I know. I've never heard anyone say such a thing, so it is probably just for consistency like you said.

I think it reads level 1 in the same way that gadgets are level 1, no upgrading.
