I think it might also be possible to turn the rebels into your allies...
They are kinda hard to stop but depending on what your home city is then you find it a little more easy.
If your home city Is Sparta the AI will likely move and take Athens and then procede to march onwards like a cone. If it is rome they will go everywhere at once like a explosion. So keep that In mind when selecting a faction to play.
Since they spawn like 5 full armies they can be good to kill your enemys.
The units they spawn are sort of middle of the road when it comes down to pure power. So a full army full of pretorians will be able to (maybe) kill the entire rebellion.
Hope I helped I haven't come across a civil war yet but I have seen them in videos and they are scary ;)
And it won't necessarily come in your home province, I'm playing as the Iceni and I had my civil war originate in Rome.
As The Gerbil said, it may not spawn in your home province, I'm not 100% sure but it may have something to do with having an army stationed in your capital. Atleast in earlier patches I know there was posts that for example as Rome if you had an army stationed inside of Rome the Rebels would spawn elsewhere in the empire.

I got really lucky with the location. My empire is the blue on the minimap in the corner, and I had no forces stationed anywhere close to France, Spain or Britannia...had the civil war broken out in any of those regions, I wouldn't have been able to stop them from snatching lots of territory.
And you can kind of see, I didn't own any of the territories bordering Rome, which helped greatly. It created a nice buffer zone, and they pissed off all their neighbors (who coincidentally I had just started a war with a few turns previous) by marching through their territory to get to me.
So far I've destroyed one of their armies, badly wounded two others in battle, and I just took back Rome. They took one territory from me in southern Italy, but I have armies converging on them from North Italy and Sicily...it won't be long before this rebellion is crushed completely.
