At low levels, you get avatar weapons for free by collecting relic pieces from killing mobs in the open world or in instances that are near your level. You could also use weapons you obtained as dungeon drops but they are worse than the avatar weapons of the same level. Some dungeon dropped gear pieces, however, are non-enchantable, for which reason they have higher base modifiers - to compensate for the inability to enchant them. You can see that they don't have the +3/6/9 extra stats.
Normally, when you get a piece (weapon or some armour part, or an accessory - ring, earring etc), it's enigmatic, so you need to identify it first. How you do that? By right clicking on the item, then choosing the stats you desire, confirming your selection and you're done - you can now equip the item. If it's enchantable - a weapon or an armour part - you can press T (or the enchant button at the bottom left of your inventory), right click the item while it's in your inventory, then enchanting it. When you reach level 65, you'll be able to upgrade your gear from one set into another.
