Is there a way to run this game without stuttering?

Hello
I´ve played the first mission fine but the second mission (africa) is stuttering a lot
The stuttering stops when in offline mode but the problem is that i can´t set the game to offline
Tried both steam and uplay in offline mode and it still doesn´t work
Also tried launching directly through the exe
Both dx9 and 11 modes stutter
Tried also the absolute minimum and still stutters
I have a i5 9400f , 8gb ram and 1060 6gb
Is there a way to fix it?

I´ve managed to play smoothly by disconnecting my PC from the internet but i can´t play online features then

I guess it is not my network since i also play siege and it doesn´t stutter at all

When playing offline it completely fixes the stuttering and the game runs really fine

I´m mainly interested in the campaign so it is fine by me
