Report a translation problem
a) Press “Windows Logo” + “R” keys on the keyboard.
b) Type “appwiz.cpl” in the “Run” command box and press “ENTER”.
c) In the “Programs and Features” window, click on the link “Turn Windows features on or off”.
d) Check if the “.NET Framework 3.5 (includes .NET 2.0 and 3.0)” option is available in it.
e) If yes, then enable it and then click on “OK”.
f) Follow the on-screen instructions to complete the installation and restart the computer, if prompted.
Hopefully this will get you further along.
WARNING!! These links allowed me to install .NET 3.5 Framework on my installations of Win 10. Following these procedures will allow you to do he same on your system. I make no warranties about the results as I cannot guage your level of technical literacy or ability. All care has been taken to check these procedures but I can't take any responsibility for your systems.
If you think you can safely download the Windows 10 ISO and burn it to DVD or USB from here[www.microsoft.com] and are confident you can carry out the instructions found here[www.askvg.com] without killing your OS or sanity, then these worked for me. (NOTE!! the second link references Win 8/8.1, but they are verified as the same for Win 10.)
The problem will be that Win8 and above don't play nicely with LOTRO. You'll probably be limited to DirectX9, but trying to launch in DX11 or 10.
Go into My Documents, find the "The Lord of the Rings Online" folder, and rename your "userprefs.ini" to "BACKUP_userprefs.ini", then run the LOTRO launcher.
That should solve your problem, and you'll be able to play - but only in DX9.
Out of curiosity, I installed Steam and LotRO on to my Intel Atom N450, 2 GB, Intel graphics netbook. Also had the issue with .NET 3.5 but after that was fixed everything ran fine, albeit at only 7 FPS! But I did note that the Intel graphics on this was only DX9 Lvl 0 compliant. YMMV.
On my desktop, however, have no issues with everything maxed out in DX11, 60 FPS. Probably should note that I ALWAYS do a clean install. Upgrades from previous versions of OS have never truly been done cleanly by MS, and I doubt this one will be any exception.
