No i have never used an fps limiter instead of standard v-sync and recently nvidia adaptive v-sync.
What is strange is the problem appears since 16th februar update and it is the only game where adaptive v-sync causes this problem. if i have time im going to reinstall SASRT and look if problem is still there, but you think that an standard fps limiter can be as efficient as v-sync to reduce screen tearing?

The feb 16th update implemented a frame rate limiter which will run when the game options set to disable vsync. This could related to what you're experiencing.
maybe next update will fix that, i hope!
