you have to get a certain amount of stars and then you can unlock him when you found him in the world tour(you don't have to search for him if you thought that)

Yes, you have to do world tour to unlock characters. The only character that doesn't unlock in world tour is Eggman and you have to win all the Grand Prixes on any difficulty to unlock him.

Correcting a small typo here; you actually have to complete all 10 Grand Prix in order to unlock Eggman. Everyone else is unlocked in World Tour (or by purchasing DLC, in the case of Metal Sonic).

guys really thx for ur help i did unlock eggman but i want to know something does the shadow can unlock only when i complete world tour from 1 to 5

You can unlock Shadow once you have enough stars to unlock him, and when you get to him on the World Tour map. I forget exactly where that is, but you don't need to beat every event to unlock him. Or any character, for that matter.
