Preferential voting is a start - but you also need multi-member electorates. Otherwise you end up with huge numbers of people being completely unrepresented in congress/parliament.

I would say Scotland has the best system with proportional representation, every vote counts! Although I like the Democrats, The U.S.A needs more than 2 major parties it's tearing the country in 2! In Britain, although politics is largely dominated by Labour and Conservatives, Having the Liberal Democrats as the Third Major party really diversifies the landscape. Admittadly some reforms need to be made to make it easier for small parties to make a presences (AV referendum!).

Alex Salmond won't let Scotland forget it until they vote yes for independance. And Hey! We have our own Parliament and nearly everyone (educated) in the world know's about us and our tartans and whisky, especiallly America and Canada. The same cannot be said for places like the basque country, not everbody knows them.
