Need help
I get textures to show up, but other people don't.
And another problem is I don’t understand how to make env_screenoverley

Probably you have to pack your custom textures into the bsp. What game are you mapping for?

The author of this thread has indicated that this post answers the original topic.
If you are using custom textures you must pack them into the bsp, using a tool like VIDE, PakRat or CompilePal.
Otherwise only you can see them, being in your materials folder, all the other players will get missing textures.

You can pack them into the addon as well instead of the bsp. Just do which is easier for you.
