Low FPS Problem: 38-47 FPS on high end rig
I am getting constant 38-47 FPS ingame unlike people who get the same kind of problem after a few minutes of gameplay. I have tried to lower the settings to crap and even pixelated the resolution but the results are the same.

I know there is a pinned discussion, a fix for logitech/hid FPS problem posted by Methanhydrat which requires you to download a zip file and extract the .dll into the game folder. The thing is the same guy has other FPS uncapping solutions that contain .dll files and when I asked my older cousin to check the file that uncaps FPS on id Software games (id5 Tweaker), whether the file is safe or not (I'm not a software expert). He said he used a decompiler to further investigate and unlike the statement of Methanhydrat, the file contains a Trojan Miner. He sent me the link to the Virus Total page as well, its malicious.

So I would like to ask, is there any other solution to this problem that doesn't require you to download and run any external file? Couldn't find a solution online.

You can achieve the same result as the dll solution by disabling the various "HID-compliant device" entries in device manager, although it takes a bit of trial and error to determine exactly which ones are the cause, and it seems to vary from person to person. For me, I think there were 3 which had to be disabled. You can try just disabling them all. If you don't require fancy mouse features like custom button layouts for individual programs or DPI settings, you should be fine.

I gave the same advice on the dll thread about it not being safe to download dll files, but the feedback on the thread seems to be that it is safe. A lot of times there are false positives on virus scans, but I would just go with the above method, even if it is less convenient.

Thanks for your response! I'm so glad that I'm not risking my PC for the sake of getting a better frame rate :)

One last question because I'm kind of a noob when it comes to software management on my PC. There are multiple HID's for both my mouse and my keyboard and I don't mind disabling them temporarily but if I disable something wrong by accident is it possible that it will mess up the whole mouse or keyboard software? Also I know you can reenable these devices but can anything go away permanently as a result of a false action?

On mine, the problem ones are named "HID-compliant vendor-defined device" under the "Human interface devices" tab in device manager. On mine there are 8 of those, although it varies for other people. I am able to disable all 8 of them without any problems. There are others with Logitech in the name, but it isn't those ones that were the problem. Also don't touch any of the items in the "Mice and other pointing devices" tab. There was one Logitech entry in there that when I disabled it the mouse stopped working completely and I had to use the keyboard to get back into device manager and re-enable it.
Somebody made a script file for disabling and enabling the relevant entries, but I'm not sure if it was 100% accurate. You might want to try that method first, it should be safe because you can open the script in notepad and see what it is doing.

Your cousin is wrong or is using a questionable program to check. The file is clean, nothing is found on any scan I run.

Just installed the game again and used this file, and instead of 18 fps, I now have 144 throughout the whole game. It does what the author states.

I'm not denying that, just stating that it might be containing MALICIOUS SOFTWARE. Instead of risking that just disable some unnecessary HID's and you are good to go...

Like the title isn't even about it, I'm not trying to spread false information.
People aren't going to read my post and decide not to download the file.
Still not trusting it and its EASIER to solve it by desabling a couple of HID's instead of downloading a .dll file...
