That has been explained several times. One small change in Unreal Engine results in a whole bunch of scripts that needs to be updated, thus the large file size.

Not exactly. The reason is because Unreal Engine games are packed into a number of upk files which are sort of like big rar/zip files. So if you change a 1kb file in a 1gb UPK then the entire UPK has changed and needs re-downloading to make that 1kb patch. It doesn't matter if no other scripts were changed or not.
