First time setup all the time

Hello,
The game performs "first time setup" routine once a day, on a day's first launch.
It leaves some VC Redist setup files on my largest drive. Deleting them does not trigger "first time setup" on later launches.
This is mildly annoying, could you please fix it? I'm running Windows 8 32-bit.

This sounds a bit like a Steam client bug maybe? You could try to uninstall the game and the reinstall it again.

I cant even start it, it says preparing for start and nothing happens

It is some sort of a Steam problem, I get that with multiple games. Or the way Steam calls the installer harmonizes badly with how the installer likes to get called.
