Cant enter SWAT managers office. Glitch?

There is one enigma secret in SWAT managers office. I know you can get there through SWAT Storage Room, but i simply can't get to that airduct from elevator....Anyone has the same?

I had this issue as well on the PS3 version The deal is you have to access a ledge in the elevator shaft in the southeast corner of the GCPD Bullpen but for some reason the game won't let you simply grapple up to it (One of many extremely annoying bugs in this game I believe). I found I had to use the Remote Claw far up the shaft to create a place I could grapple to then fall a couple of times before batman would grab the ledge and I could pull my way up to access the airduct. Really annoying but it got the job done.

I lalety managed to get there without such tricks :) You just should go to the beginning of map (to offices) and you will just find a door which leads to Swat storage room and then to Swat managers office. You should not get there through elevator and its not a glitch, its just a very stupid decision to not allow players grapple up
