Report a translation problem
It'll be in your Steam directory and then steamapps\common\Batman Arkham Origins\SinglePlayer\Binaries\Win32\BatmanOrigins.exe
What are your system specs? Do you meet/exceed the min requirements?
If your OS, all drivers and redistributables up to date?
have you done a game cache integrity check?
installed the game to another computer?
I notice you also have 0 hours on Arkham City. Are you having the same behavior with that game?
Note that whether or not other games run has no bearing on any others. Though with that said, Civ V's requirements are notably more modest than AC and AO's. (As a matter of fact, Civ V's recommend requirements are roughly equal to AO's min requirements.)
1. Reinstall directX. (C:\Games\steamapps\common\Batman Arkham Origins\_CommonRedist\DirectX\Jun2010\DXSETUP.exe) if this is the install map for you.
2. Check the integrity of the game in steam: Right click the game in steam, and check the integrity of the files. It will take a bit.
3. Reinstall vcredist. (C:\Games\steamapps\common\Batman Arkham Origins\_CommonRedist\vcredist\2010) choose your windows bit version to install again.
4. Reinstall .net 4.0. (C:\Games\steamapps\common\Batman Arkham Origins\_CommonRedist\DotNet\4.0 Client Profile) I get the warning that it was already installed correctly so if you get this ignore it.
This is what i tried and for me its working now.

!! The install map of the game can be different, if you don't know where you can find this map right click the game in steam, and click search in local files or something like this. (i have an dutch version of steam so don't know how they call it in english)
I am having the same problem with Arkham City.
I have tried uninstalling and re-installing.
I do not have another computer capable of running this game.
My OS and drivers are all up to date.
This is a new computer that exceeds the min requirements of the game

I have done the integrity check and it was fine. I will re-install directX, vcredist, and DotNet next to see if that does the trick.
I contacted WB Games support on Friday and started a trouble ticket. They emailed me on Satudray asking me to run DXdiag utility and send them the report. I did that on Saturday night and have not heard anything back (it's now Monday night).

I guess I'll have to wait until I hear back from WB Games Support.

this is a part of nvidia which is trying to force excessively high resolutions for some games... and not all monitors accept it very well.
note in geforce exsperience under the game you are trying to run.. it will tell you what resolution it is trying to run... and the optimize button sometimes will reactivate the DSR mode, so be aware of that.
now to find a way so geforce exsperience stops forceing this grahics mode, like a do not use DSR option.

The monitor doesn't care. DSR is downsampling. It renders higher internally then scales down to fit the display. All the monitor cares is that it gets a signal it understands.
