Matter of opinion.
But... even with all it's problems, I had far more fun playing Arkham Knight then I did trudging through Watch_Dogs. Or any recent Assassin's Creed... or Capcom's wonderfully amazing PC version of Dead Rising 3.
They've openly admitted in the past that the consoles are were they are most comfortable, and the platform they know the best.
I had faith in them delivering a great Batman experience. Which, they did. I did have concerns in the condition of the PC version considering the last one Rocksteady did they delivered with broken DX11 support and horrible performance that took them over six months to "fix" with udpates.
Only to discover that they didn't even do the PC version of this one. Instead, WB made the decision to outsource to the team that did the PC port of Origins.
Ultimately, crap happens. Yes, annoyed... but even so, I played and finished Arkham Knight. And enjoyed it. The problems are irritating, and I look forward to replaying it once it's updated... but, doesn't change the fact that under the problems, it's still a great game.
And, I can't say that for Watch_Dogs, Dead Rising 3 or AC:Unity. Those are all... pretty... awful.
Combined with them all being shoddy PC ports...
