Me as well, I would rather have two specialist and not a jack-of-all-trades type of hero. The specialist flat out give more back in the same time instead of wasting resources building up both points (Strategic AND economic.)
Which I end up doing as well. I just wish there were more heroes that were flat out one or the other.
I think you have to actually reassign the Hero from one to the other for help in the other part.
Heroes has two classes and many mixes will offer multi functions fleet/systems. Moreover there's only one mix purely dedicated to systems Corporate+Administrator and you'll probably benefit of using heroes more in systems jest because they'll level up much faster.
That's a good reason to make heroes more multi purpose, I think it's a good option as specialize a lot to a category of task is also a good option. And you can more or less specialize heroes to a task. What's the best choice isn't obvious and will depend of the strategy planed and the context.
An example is Corporate+Administrator are quite better for systems only but if you get 3 of them it's certainly a good option to give them some attack/defense to 1/2 of them so you can optionally reinforce a fleet with their leading.
Take care that the wiki is very outdated so is wrong on many points including abilities trees and effects. The in game informations are quite more right but I did noticed few errors.
