Can only declare war in diplomacy

Is this a bug or amI missing something simple? I've encountered 3 races and can only declare war on them, no other options when I scroll though the tabs

maybe you are playing a faction that cant be on peace, cravers etc.

Nope I just discovered that you need to advance the diplomacy tech tree to be able to communicate :D Sorry, just wasn't mentioned in the tutorial I assumed I should have the options from the start

I was confused by this as well. It seems odd we have to do a ton research on how to sign treaties. The options open up really deep in the diplomacy tree. A usefule page I found: http://guides.gamepressure.com/endlessspace/guide.asp?ID=15968

Yup, we assume that the factions in game do not speak the same language, hence the tech to be able to communicate with each other! :)
