Report a translation problem
My guess is this. The more you try to move the focus out of the game like alt+tab, it cause massive lag when you move your mouse.
I've experienced the same thing as you, but I've kept my windows focus to the game and I've never had a mouse lag.
Turn your mouse down to 500hz polling rate. I noticed mine ran like crap too and for whatever reason I noticed it was only when I was moving my mouse. I have a Glorious Model D Wireless and opened up the software to see what my polling rate was. It was set to 1,000hz so I set it down to 500 and all the mouse moving stutter went away. Hope this helps? Also I'm running 5900x with 7900xtx on a samsung 32:9 at 5120x1440.

0. Exit the game
1. go C:\Users\[user name]\AppData\Local\M1\Saved\Config\Windows
2. New create txt file
3. add this line [/script/engine.inputsettings]
bEnableMouseSmoothing=False
4. select all, save as input.ini file
